Chief of Police
Randall Combs, Hyden Police Officer, was born at Mary Breckinridge Hospital in Hyden Kentucky on May 24, 1967. I am a 1985 graduate of Leslie County High School. From 1985 to 2006, I managed our family business, West End Market. I married Roxanna Roberts Combs of Stinnett KY, in 1994. We have two beautiful children, Kendra Paige age 17 and Jonathan Kolby age 4. We reside on Rockhouse in Hyden KY. From 2002-2006 I served as a Leslie County Commissioner. In 2007 I decided to further my education and attended Hazard Community & Technical College, Leslie County Campus. I began working for the City of Hyden in February 2008 as citation officer. I then decided to focus my attention on public service and was given the opportunity to become a police officer. I attended the Department of Criminal Justice Training Center in Richmond KY for 19 weeks. I graduated in February 2009. I have always enjoyed working with the public, and look forward to serving my community.
My name is Billy Bowling; I have worked for the city as a City Police Officer for two and a half years, before that I was a Deputy Sherriff for the Leslie County Sheriff’s Department for seventeen years. I graduated from the Law Enforcement Basic Training in June of 1987. I have served on the Governor’s Drug Task Force for twelve years, and have been a D.A.R.E. Officer for twenty years and a Region VIII representative on the Kentucky D.A.R.E. board for seven years; in 2003 was trained as a school resource officer.
